windows os build for ipad

I recently downloaded the trial sdk. Successfully built a metronome type app for android, but I am getting large audio latency. Wanted to try it on the ipad to see if it worked better. I am running Windows, so can I build an app for the ipad (I only get build options for android)? Also, any ideas how to avoid the audio latency issue on android (using droid X2). My app basically uses audio.loadSound() and audio.play() to play a short beep sound on the a timer event. The beep is not at all evenly spaced in time.

You probably won't be happy with this answer....

You have to be on a Mac to build for iOS devices.

As for the sound latency, I have ZERO android experience, but I've read the plenty of complaints about audio on android and I seem to remember responses from Ansca staff replies to the forums saying basically that audio on android stinks.
