What are some good sites to buy/get good graphics, sprite sheets, scene backgrounds,etc that are royalty free (is that the correct term to use)?

That's the correct term.

Openclipart.org has some free stuff.

For some REALLY awesome art check out Biffy Beebe's new pack - http://biffybeebe.net/graphics/

She has the best icon pack (ever) as well.

For sprites opengameart.org has a few although they're CC so you need to read the terms and provide credit where applicable. (Make sure they're allowed in commercial projects, too.)

Just went and had a look at Biffy Beebe's art pack, and bought it straight away. I dont need it or anything right now.. but its such a bargain i couldnt resist having it just incase :D

Im currently in need of a fair few nicely drawn scenes for my new game, i could do them myself.. but it would look alot better if someone like her drew them :P

Almost everything would look better if someone like Biffy drew them ^-^
